A new method of parking enforcement is being introduced, targeting drivers with multiple unpaid tickets. Vehicles with three or more delinquent tickets from the past year may be immobilized. A device will be used to block windshields, and can be removed by the driver after payment.

Payment must cover all outstanding tickets, plus an additional fee, and a code will be provided to unlock the device, allowing the vehicle to be used again.
